Kokshetau University named after Abai Myrzakhmetov (further – the KU) was established in 2000 according to the requirements of new socio-economic processes and reforms taking place in the Republic of Kazakhstan. The KU, as a new type of higher education institution with qualified teaching and research staff, a good material and technical base, is focused on the use of modern innovative technologies in the training of specialists and fully complies with international quality standards.
The main mission of the KU is to train competitive specialists for the northern region of the country through modernization, development of corporate culture, and systemic social policy. Among the main tasks facing the KU are: 1) the preparation of undergraduate and graduate students as a competitive specialist in a certain professional field and as a socially active person, oriented to life in a modern dynamically developing society, in accordance with professional, legal, moral, ethical and aesthetic norms; 2) the formation of a personality focused on state-patriotic values, a self-sufficient personality, capable of realizing its strength and potential for the benefit of society and its own good.
Rector of the KU – Elyubaev Sagintay Zekenovich, Doctor of Agricultural Sciences, Professor, Academician of the National Academy of Natural Sciences, Academician of the National Academy of Sciences of the Republic of Kazakhstan, member of the Public Council of the Regional Prosecutor’s Office and the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption in the Akmola region. Graduated from the Moscow Order of Lenin and the Order of the Red Banner of Labor Agricultural Academy named after K.A. Timiryazev. S.Z. Yelyubaev is a prominent agricultural scientist, has letters of thanks from the President of the Republic of Kazakhstan (2008, 2011). He was awarded the titles of “Honorary Worker of Higher Education” (2001) and “Honorary Agrochemist of Russia” (2011). Awarded the International Socrates Prize for achievements in education, contribution to the development of agrochemical science (Oxford, UK, 2011). Laureate of the International Prize for Agrochemical Science (2011).
The first vice-rector of the KU is Dosanova Saya Sabirovna, Doctor of Pedagogical Sciences, Professor, Honorary Worker of Education of the Republic of Kazakhstan, Honored Worker of the Republic of Kazakhstan. Dosanova S.S. graduated from the Kazakh Order of the Red Banner of Labor State University named after S.M. Kirov, since 1988 – Candidate of Philological Sciences, since 2006 – Doctor of Pedagogical Sciences, is a member of MGIMO University, academician of the International Academy of Informatization, member of the Association of Business Women of Akmola region, participant of special business programs: “Efficient Management of Higher Education Institutions. The UK Experience», Held in London-Oxford – Cambridge. «Efficient Management of Higher Education Institions, the USA Experience», Held in New York and Washigton, USA. He is one of the founders of the KU.
The pedagogical corps is united into 12 departments at five faculties. The KU conducts training in Russian and Kazakh languages at 5 faculties in 24 bachelor’s degree specialties, postgraduate education in 10 master’s degree specialties, 2 doctoral specialties, 7 military accounting specialties. The KU was the first in the northern region of the country to implement the international quality management system (QMS) ISO 9001:2000 and received an international quality certificate by the German campaign “TUVCERTTUVThurindene. V”. The KU was awarded a Gold Medal for high quality in business practice (Switzerland, Geneva).
In September 2010, the KU signed the Great Charter of Universities – the Joint Bologna Declaration in Italy – among 20 Kazakh universities. In 2008, a memorandum of universities of the Republic of Kazakhstan (Taraz Declaration) was signed. In November 2011, the KU signed the Shymkent Declaration “Quality assurance of higher education in Kazakhstan”. In 2010, the KU successfully passed the institutional national accreditation according to international standards. In 2010 “The Council of Young Scientists of the University became the “Best Council of Young Scientists in the Republic of Kazakhstan” and received a grant from the Foundation of the First President of the Republic of Kazakhstan for research activities.
Since 2012, a military department has been opened and training is being conducted in 4 military accounting specialties. Students have the opportunity to study under a state grant from the Ministry of Education and Science of the Republic of Kazakhstan (i.e. for students free of charge), with obtaining a military certificate, an officer rank of a reserve lieutenant. The training period for reserve officers is 2 years. Since 2012, the KU has been successfully participating in the testing of graduate students of the Higher Education Institution, conducted by the National Testing Center of the Ministry of Education and Science of the Republic of Kazakhstan. Among 132 universities of Kazakhstan in 2015 according to the results of the conducted HEU, the KU has an average score of 93 points, which is higher than the average for the Republic of Kazakhstan in all specialties. In 2013, the university received a national certificate and a medal “Sala koshbashysy” as a result of ranking the full list of economic entities of Kazakhstan, according to official statistics, it was awarded the honorary title “Industry Leader 2013”, TOP -70 according to the OKED 85 among large enterprises. In 2015 The KU has successfully passed the National Institutional Accreditation according to the standards of higher Education organizations of the Independent Accreditation and Rating Agency (NAARC).
High-quality training of highly qualified specialists is confirmed by their high demand in the labor market. The annual employment of graduates of the KU is 93%. Undergraduate and Graduate students study under state grants; receive scholarships of Akim of Akmola region; scholarships of the President of the Republic of Kazakhstan, Talgat Musabayev Award; scholarships named after Abai Myrzakhmetov; scholarships of the Rector of the UK. The KU has sufficient material, technical, library and information resources that meet the requirements of the SES. In 2015 a new student dormitory with 240 beds has been put into operation.
The KU employs a highly qualified teaching staff, which includes teachers with academic degrees and titles, with extensive experience in scientific and pedagogical work. Among them are excellent students of education; academicians, honorary members of the International Academy of Sciences, the National Academy of Sciences of the Republic of Kazakhstan, corresponding members of the Academy of Pedagogical Sciences of the Republic of Kazakhstan, honored workers, honorary workers of higher education, holders of orders and medals for pedagogical work.
Separately, I would like to stop at the Department of “Jurisprudence”. The purpose of the department is to train a professionally competent specialist who is able to creatively and responsibly approach the solution of problems of industrial and scientific activity. The Department is part of the Faculty of Law. The Dean of the Faculty of Law is A.A. Kushumbaev. The staff of the department is represented by professors, associate professors, where the degree is 70%. The department consists of teachers who have a long practical experience of teaching in the higher school system.
Teachers with academic degrees and titles are allowed to conduct classes in the magistracy. The scientific management of master’s theses is carried out by teachers with academic degrees and titles who are actively engaged in scientific research in the specialty “Jurisprudence”. Scientific, educational, methodical, educational work and the entire educational process is aimed at compliance with the relevant standards and improving the work for the training of highly qualified specialists.
To date, the department is headed by Doctor of Political Sciences, Professor Bukhaeva A.A. the educational process is carried out in the following specialties: 5B030100 – Jurisprudence, 6B04217 – Jurisprudence; 6M030100 – Jurisprudence, 7M04217 – Jurisprudence.
In its activities, the KU is guided by the Constitution of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan “On Education”. The Concept of strategic development of the KU is based on the annual Messages of the President of the Republic of Kazakhstan to the people, the National Plan – 100 concrete steps to implement five institutional reforms of the Head of State Nursultan Nazarbayev, the Strategic Plan of the Ministry of Education and Science of the Republic of Kazakhstan for 2020-2025, the State Program for the Development of Education of the Republic of Kazakhstan for 2020-2025, laws and state standards of students in higher educational institutions educational institutions of the Republic of Kazakhstan, the rules of the organization of the educational process on credit technology of education. The main internal documents are: the Strategic Development Plan of the University for 2020-2025, annual comprehensive plans and process regulations.
The KU is one of the leading universities in the Republic of Kazakhstan, which provides licensed educational services that meet modern requirements for educational activities in market conditions. In a short period of time, a powerful material and technical base has been created at the university, qualified teaching staff has been formed, leading the educational process on the basis of innovative and information technologies.
Thus, the educational process at the KU is aimed at the formation of highly qualified specialists, competitive in the labor market, capable of effective work in their specialty and in related fields, meeting the needs of the socio-economic development of the region, its ethno-cultural and national characteristics, capable of positively influencing intra-Kazakh and world processes.
